While that also sprung out of nowhere really quickly, it was a whole faction that supported the exiled Treize and acted on their own as well as following the orders of Treize and was shown in the show to be making plans and moves. Tassilo just kinda disappears and reappears later, not unlike Mashymre. All we know is that something unknown happened to them that wasn't really explained, but now they're different and powerful again when they reappear late into the story.Maybe not disjointed, but definitely not explained.
