As far as I can tell, it's video games' first attempt at modernism. Nonlinearity, unreliable narrator, heavy use of intertextuality and all that jazz. At the very least it's the only video game I know of to even attempt to use stream of consciousness. And it even hides one of the stream of consciousness segments behind an in-game cypher.
Not particularly outstanding when it comes to prose or thematic/psychological depth, but it's structurally very interesting. Think of it as the video game equivalent of House of Leaves or BotNS.

What about like, killer7 or Higurashi or whatever. It seems like games were attempting this 20 years ago.

Haven't played killer7 yet. Higurashi, Umineko and Subahibi are pure visual novels without any gameplay segments, making them closer to books than video games.

Ah right well fair. I think Suda's earlier games are similar but I've not touched them.

Play it, it fits your description better.
If I were to compare BSII to something I'd say it felt more like a greek tragedy, especially everything surrounding the tea party.
