He didn't even actually apply Loomis. Her brows are clearly not at the brow line, you've got the hairline/face line halfway down the cranium, the nose is coming past the nose line, and what's the point of the mouth line if you're just slapping the mouth haphazardly there.
Finally, these four lines (brow, nose, chin, hairline) aren't in equal proportions either, if this was a genuine attempt at loomis, it's pure garbage. What's the point of drawing guides if you don't follow them in any way?

Obviously if you're trying to draw anime using loomis, you can, and you will need to make adjustments, however doing a shitty job is not an indictment of Loomis' methods.

Trust me, I'm a Loomis expert; I briefly skimmed through a couple of his books once, so I know what I'm talking about.

I would be ecstatic if I could produce something that good. I spend tens of hours trying to draw a simple object right in front of me, and end up with an unrecognizable mess of meaningless lines. I then try to think of what I could do better, and fail to come up with anything more useful than "somehow learn to draw and discover a functional drawing process." I feel intense envy when looking at doodles scrawled in a few seconds by untalented small children, and can't imagine ever reaching that skill level.
