There's a gazillion ways to determine a user is using Incognito mode, all are side-channel inspections. Local storage probing, visiting link then checking if it's marked visited, etc. I've never bothered checking what 4chan does specifically but the only way to make it impossible to detect would be to make Incognito mode just cognito mode.
