At one time, Popeyes and Church's were owned by the same company that also owned Cinnabon, America's Favorite Chicken Enterprises Incorporated. Now, Popeyes is owned by Restaurant Brands International which, as you correctly said, also owns Burger King. However! RBI also owned Bojangles, another fried chicken chain, up until somewhat recently (2020) so I don't see why they couldn't own two burger chains since they already owned two chicken chains at one point.
