The US is safe overall. Yes, high crime areas exist. Guess what? They're also not meant for tourists. You won't be shot dead, mugged, kidnapped etc. in any tourist area. I wouldn't say perfectly safe. FAFO applies in America more so than other places, due to the prevalence of firearms. A simple argument, the wrong insult, and things can get lethal real quickly. Yes, it's safe. All the crime people talk about are in areas you'll never even need to go as a tourist because we don't either. If you lose your wallet, people will go out of their way to get it back to you. There are virtually no pickpockets.

99% of time we will treat you nicer than any stranger has treated you in your country. I guarantee it. We are nice and helpful and interested in your culture. We only speak English though and maybe Spanish.

Most of the Midwest is pretty boring and hollowed out, and the people are borderline sociopathic. People hate on the South because it's poor and a little backwards, but it actually has culture and people there are very nice and laid back. The western states at least have beautiful scenery. Depends on what you're looking for.
I'd avoid the big cities(NYC, LA, San Francisco) if you're traveling just to travel. I'd only go to those cities if there was a specific event being held there you were going to.
Honestly the South is a good place to visit. Southern hospitality is a real thing.

Define safe. You have to look into the areas individually. It's overwhelming if you don't know where to start. Try to look for race statistics and avoid high black areas in big cities. Next look for gang area maps and try to avoid them. Then look up local crime statistics which usually show the latest crimes committed, avoid if there's shootings or often thefts.

Do not go for the cheapest option. Do not go for 2 stars hotels. Paying for safety is worth it. It will give you peace of mind and make your trip more enjoyable.

Generally speaking, yes. The most surefire way to avoid crime in America is to avoid any urban area with large populations of blacks, which means most major cities on the East Coast and the Midwest. When your hear about gun violence in America, 99.9% of what you're hearing about is black gang violence. They also artificially boost other crime statistics too. You won't get any guns pulled on you outside of major cities unless you start trouble. You will be much safer sticking to rural and suburban areas, but keep in mind that mass transit is almost nonexistent, even in large cities, so you will either need to rent a car or make use of Ubers to get around.

You'll be treated well, especially if you're from a European country, though America is so multiethnic that nobody will care about your race. Some regions are more welcoming than others; the South is known for its hospitality while the Northeast is generally regarded as being comparatively rude. The West Coast is fairly friendly as well. The big thing is that you must be able to speak at least a little English because the vast majority of Americans only speak English. Also, hostels in America are almost nonexistent. Cheap lodging in America means dirty or dangerous (or both). You will have to take this into account when planning your lodging.

Not so much states, but cities. As previously stated, avoid any city with a large black population. This includes: Baltimore, Atlanta, Detroit, Memphis, Washington DC (outside of the touristy areas), Chicago, Philadelphia, St. Louis (avoid this one like the plague), Kansas City, Milwaukee, and even New York City is very bad in some places. If you do choose to go to these cities, it's imperative that you research which neighborhoods have the highest crime rates so you'll know which areas to avoid.

I will be travelling to New York in October. Where in particular should I avoid? I will be staying in a hotel in the middle of Manhattan (just south of cental park) so I presume that area should be safe enough? I've always been given the impression that Manhattan is basically safe, and that all the dangerous areas are outside of it (such as the Bronx, etc). Is that true?

I plan on driving across the lower 48, mostly checking out natural attractions, doing backcountry camping, and hopefully finding another state to move to.

Tourists aren't really targeted in USA. Petty crime is low in USA compared to Europe (for tourists at least). Every European tourist destination has armies of thieves and scammers, this is much less common in USA.

Violent crime is certainly higher in the USA, but its largely localized to ghettos, vast majority of violent crime is domestic violence, personal disputes and gang activity. The odds a tourist is a victim of violent crime is very low, muggings aren't common. Avoiding states isn't really necessary, its more about avoiding neighborhoods.

Like an oddity, but in my experience we'd treat tourists from other countries like we're excited they're here and interested to hear about where they're from.

Illinois unless you are skilled at avoiding scams, traps, and muggers, assuming you'd be going to Chicago. Upstate New York may be nice, but I'd avoid the city. My recommendation would be to avoid LA, New York, and Chicago entirely and try to go somewhere like Niagra Falls, the Grand Canyon, or some Midwestern place you're interested in.
