How to modify/censor art Anonymous 04/22/24(Mon)20:34:40 No.780531

I've always wanted to learn how to edit images to modify them, with tcg censors as the most "official" examples that come to mind, how does one learn this skill? Which programs (hopefully freeware like GIMP) could i use for this? Any help would be greatly appreciated.
Not sure if this should go here or in another board

what kind of retarded question is this? there isn't some special software for this, you use any photo or art program
half the time it's the original artist is the one who creates the censored and non censored version anyway
