Irrelevant, launching satellites in LEO is easy, we know how to do that since half a century, going by number of objects is disingenuous considering starlink is designed to pollute the orbit with thousands of small satellites.

Because NASA is a science organization. They do everything from the lens of advancing science so moon colonies are not really on the menu. Alos the US hasn't really cared since the USSR collapsed. Why do you think all of our military equipment is still based on old designs? NASA is starting to get their asses into hear with SLS and contracting out new lunar lander sbut this stuff takes along time to spin back up.
