So I know that S197 Mustang seat rails have a tendency to rust because they don't have a protective coating but does this look rusted through or more like surface rust? Don't want the seat detaching if I crash yknow?

Everyone I've met with a dirty interior were also 5k miles overdue for an oil change. A dirty interior usually indicates the person doesn't care about the car and literally only use it to get from point a to b, and only performs maintenance when something breaks.
There are exceptions of course, but its usually the easiest way to tell a car was not cared for.
