Probably not perfectly minmaxxed but works just fine. Assuming ponies don't have incompetency issues or special interests regarding solving this problem (i.e. solving it deprives big government of need to expand thus not solving it), it is probably sorted.

Ir maybe it's just not a common issue at all so that sort of infrastructure doesn't exist to help out the few exceptions to the rule.
