Not gonna do the contrarian thing and claim he's bottom of the shitheap or whatever, but I think he attracts lazy writers like no other villain does. How many times can you beat the "Batman/his sidekicks doesn't like thinking about dead parents" drum and still pretend it's new?After everyone jumped on the Nolan mask design he doesn't even have a good aesthetic going for him anymore.
Favorite villain, that said, he always sucks as they never truly explore the psychology in most stories. He just shows up, drops some gas, then gets his ass kicked in the easiest way possible. His gimmick gives him a lot to work with, but he is consistently sidelined whenever he appears.
