Austin needed neck surgery after WM15, that would leave him out most of 1999. But allow hm to fight at WM16. Did they have enough talent to replace him?

He wasn't out for most of 1999

>His neck problems started to worsen throughout 1999. Austin wanted to take time off to rehab as early as Wrestlemania XV, but held off to help the company. Vince was worried the WWE's IPO in October 1999 wouldn't go well if Austin wasn't active so SCSA stayed around until then.
>At Survivor Series 1999 he was kayfabe run over and took nine months off. He (according to his DVD) had no intentions of returning. His injury is the same as the one that made Edge retire. The angle starts at 1:10:15

No, that's part of why Mick Foley said he put off retirement because he said that without Austin, WWE couldn't afford to lose any more big stars at the time.

He's saying that if Austin got the neck surgery then instead of in November, he would've been out for most of 1999 and been able to come back by WM16
