There is a user named MineCraftAddict131 who managed to load the STAPM values using Clover Bootloader, the same thing used by Hackintoshes and other non-BIOS mods. Otherwise, you can mod your BIOS.

Do keep in mind that their goal is to overclock by increasing the power limits. You need to adjust the values accordingly to decrease power limits. Doing specifically undervolting is not possible AFAIK.
