What kind of website?
If it's just a place to put some writings, then even Wordpress is overkill, but it may still be the easiest option.

My website has a few pages containing some math programming I wanted to show friends. It probably doesn't have any visitors besides them. (I don't bother to use analytics.)
When I make a new page it's just an html file I drag&drop via ftp.

it entirely depends on what you're using it for. if all you want to do is blog and host images and links then you may as well just use a pre-made website builder

for anything more complicated (e.g. intricate animations, complex operations in javascript) you're better off writing it from scratch. web code isnt that hard to learn, especially if you dont need a database

It'll depend on what kind of website you wanna make, but if it's just a blog you can probably learn all the html css and javascripst you need to in like 20 minutes. It's super easy and there's no reason not to if you're not doing anything complicated on you're website.

Shopify is selling you web hosting and inventory management as a service, if they fuck up then you can leave so they have the right incentives.
Any service similar to shopify will work too.

Yeah, it's free and open-source. They try to upsell you to Jetpack which is their cloud services thingy, but you don't need Jetpack to run Wordpress.
