1- you want to be copying the disk at the block level, for example by using ddrescue or by making and restoring a disk image
2- no, but you might then be able to use something like getdataback to find the files that were in it

Would this be an appropriate workflow for my my fritzed out SD card from my phone?
It just spontaneous stopped working the other day. Windows basically locks up if I point it's file explorer at it. Google suggested I run chkdisk, which seemed to see some data on the card, but didn't do shit

Probably. Making a disk image on a reliable, fast disk makes it easy to manipulate and improves chances of data recovery.
