I found this image and the op didnt know where it came from. The aesthetic appeals to me and I've seen it before but I don't know what its called, and this image doesn't hit on tineye google or yandex!
Does anyone know what this is/where it is from/if its associated with a genre of images?

The first thing I thought of was zines.
Zines have various aesthetics of course, but many used collage and bricolage in a similar way as this image.
It seems to be some sort of tribute/parody of the zine aesthetic but with internet culture as a subject.

Is the weightlifting Qbert from anything in particular, or is it original to the image?

Probably not original to the image, since nothing else is.

It is in the style of a collage.

Yeah this is some sort of collage, but how the creator made it in this style is my question as I’d like to replicate it with other things

What do you mean by style? Pick images you like, remove the colors and paste on various layers in your image editor of color.
