If a benchmark program says my GPU is a PowerColor Radeon r9 290/390 4gig, but everything else on my computer says it's AMD Radeon r9 series which one is correct?

Probably the benchmark. PowerColor is just one of the licensed producers of AMD cards.

Both are probably correct, t he benchmark program is just being more specific. AMD Radeon cards are shipped by downstream brands like Powercolor, so it's not contradictory.
