Yes, Cinnamon is probably the best DE for Linux. If you love it so much, I strongly suggest moving to Mint in the future: Arch is cool, but Mint is super stable and literally lever breaks.

I've had Arch break even when I knew what I was doing. A few times an nvidia driver update would break shit, then a couple times I had my package database get corrupted for some unknown reason. At the same time I had months go by on Arch with zero problems at all, so I can see why people think Arch doesn't break anymore, but I see enough people still having it break on them that I can't just blame the users not knowing what they're doing all the time.

Stable distros just feel more polished in general. Plus Arch is kind of needy where it is more prone to breakage if you don't update it super often. If I really needed rolling release I'd rather use Gentoo and just put up with the compiling, it's far more reliable than Arch even if you forget to/can't update it for a while.

I prefer to have a stable base and then backport/compile/flatpak as a last resort what I need on top of that. AUR isn't really important to me at all, and in general if I'm using software from outside of my distro's official repos then I'd rather keep it local and stuff it in a firejail than install it like AUR does.

Mint is based on Ubuntu LTS, which updates only every two years and some packages in Mint are like three years old. Other distros like Fedora or openSUSE Leap have much shorter release cycles with only marginal stability losses.

It's all just pretty basic fvwm theming, I did it myself. It's a bit of a pain but if you read the docs (wiki and manpages) it's not too difficult even for a non-programmer like me. But if you wanted a similar retro look without dumping time into reading manpages I wholeheartedly recommend Icewm, it justwerks and is tied with fvwm for my favorite.

Oh and for the icons in the taskbar (which is also made in fvwm), I just nabbed them from the 16x16 folder of the SE98 icon set.

FYI, if you like dockapps like I do, then aside from fvwm, both openbox and icewm support them as well. In openbox the dock background is theme'd through the OSD section of your openbox theme (don't think there was anywhere on the wiki that documented that specifically so I had to find out by trial and error) so you can give your dock some pretty slick backgrounds. In icewm I don't think you get as much control over how the dock looks, unless I missed something.

If you didn't know about nscde, there's that as well if you want a retro UNIX look. It's built on fvwm iirc.

I replaced the context menu with Xoblite (BlackBox), changed the Windows UI with Winaero Tweaker, added some AHK scripts, Userstyle and used Rainmeter/Electron/Startisback for the funky bar. The only challenging part of that setup was wokring with Foobar2000 iirc.

it's arch running hyprland with gruvbox color scheme (without the ugly green), bar is waybar configured in a "minimalist" way with inconsolata as the font. i also used the font for my terminal.
the music player is cmus and the visualizer is cava. it's nothing special really, but i'm glad that you liked it.

That all depends on what desktop environment (DE)/window manager (WM) that you use. If you used a DE you would need to install a theme, those can be found in the links that I provided. In the particular case of my laptop (the screenshot that you initially quoted) I'm using a stand alone WM, not a DE, the WM that I'm using is FVWM a very customizable WM, but the customization is quite difficult, especially if you're new to this.
