TLDR: Upscale before or after?

I have a methodology question. I usually work on gimp or pixlr on a pic and then I use upscaling software like waifu2x or gigapixel to get it to proper wallpaper resolution. But I saw a post earlier where the anon upscales first and then works with the upscaled pictures and/or “shrinks” them manually when necessary. I’m a total noob so I want to hear your opinions on the topic. What’s the “correct” way to do it when it comes to getting a good quality wallpaper?

As usual, the answer is "depends on the particular image".
Personally, I find it easiest to work at the largest size possible -- short of overloading your computer.
More pixels give you more control over fine details, smoother gradients, etc.
After all, digital programs can only approximate our analog world and the idea is to fool the eye.

Well, I upscaled that one with waifu partly because there was no way to fix the outline at that resolution, and partly because it badly needed denoising. If it's a good quality image and I'm doing something like repainting, I usually work at around 5x the original resolution (just bilinear upscaling in Krita) so that I don't have to pixel peep to get lines right, then just export to the desktop resolution. For basic modification like cropping, framing, aligning, etc there's no need to upscale at all unless the requester wants it at a higher res than the original image.

To actually answer your question, before, just to make it easier on yourself.

What I want is give a ,maid outfit to the pic on the right so it would look like the pic in the left but well done.

If its too much simply turning the dress color into a black or dark grey would suffice, also the red parts of the dress white like my pic, keeping the pattern would be nice but not necessary.

And if you are felling super generous or creative, the added maid parts, the head dress and the shoulder dress have priority, can live without the apron.

I'd offer different advice than >>2225570.
Enlarge the girl (the center of interest) but she's already clipped on one side, so it's not necessary to crop elsewhere.
As a general rule, too much "symmetry" is boring. Leonardo's "man in a circle" is great for demonstrating anatomy and proportions but you wouldn't paint a portrait that way.
Better to have the subject off-center. Look up "rule of thirds" in drawing and photography. >>2225573 is a good example.
Given a choice, have humans facing towards the center of the image. That gives the impression they're looking at the viewer. Eye-contact adds human interest.

In this particular case, because the girl is shaded with screen-tones, I added some subtle procedural texture to the background. Just enough to keep the eye from skidding around, hunting for relief from blandness, and not enough to distract from her.

As noted, these are general rules. Every image is unique and there are times to defy them if you feel it looks better.

Shadows are always the ambient color of the image. This is a shade or two too red, but I believe it works better in the context of the sun. I added a tiny bit of grain to ground the illustration to the image - I've found this to work pretty well in the past.

It's just that some images don't lend themselves well to this sort of thing.
Cropping is _usually_ the last resort, but sometimes yields the best wallpaper.
The only alternative (I could think of) was "framing" and I'm not really happy with the result.
She looks off-center, but a symmetrical solution would have obscured the interesting parts.

This board, unfortunately, harbors a few assholes who're quick to blurt "that sucks"
but have nothing constructive to say.
I rarely see an "improved" follow-up. Even when appeals are made in subsequent threads.

You try to do the best you can with the material you have to work with.

I agree that there's not enough constructive criticism, but the most common complaint is sloppy or incomplete work. I'm guilty of both, at one time or another, but I think calling attention to it is warranted to keep the quality of work high. In the interests of not criticizing without being constructive, I'll explain why this looks sloppy and how doing it correctly isn't much more difficult than how you did it.

This is done with less than 10 layers in GIMP with a mouse, but you could do it with 3. I was just being "lazy" and GIMP isn't part of my normal workflow.

1st: Rectangle select to fill the white BG and outline, then the outline's ghost. Use a smooth brush to blend the 1-pixel transition.

2nd: Three-node path on new layer to trace the hair strand, path to selection, fill with black. Add a rectangle selection of the outer edges and clone stamp the checkerboard background fill up to the edge of the hair (on the original layer). Clone stamp lines from lens to cover corner of text box which is below hair strand.

Note: At this point you can fudge the rest and it will look clean, because there's no artifacts in the pure white BG and the silhouette hasn't been butchered. Always prioritize silhouette and background / white space first.

3rd: Three-node path on a new layer right above original for the glasses frame and highlight. Fill with checkerboard from face below eye. Trace outline with black.

4th: Selecting as needed from paths or rectangles, paint white outline of hair, white outline of glasses frame, shading just below hair strand, fix whatever's still wonky.

It took me about as long to write this as it did to modify the image, for what it's worth. Quick doesn't have to mean shitty and slow doesn't always mean good, but doing things correctly is always going to be more satisfying in the end.

Sure, just had to use vector paths to make them. I tried using a custom brush the first time but I couldn't get the arrangements I wanted.

If the grain doesn't match well enough lemme know and I can denoise the image from step 1 and apply a texture at the end. As for the banding, working in a higher bitrate minimizes it but I still haven't figured out how to eliminate it in Krita.
