auto-levelled first, gives it more contrast and the grey is now blue, still 2 bit
PaintNET just lets you save in 2-bit. It's neat.

Just open up the image you want to process in gimp and then press "Image" in the menu bar and select "mode" and then "indexed". Then choose generate optimum color palette and set it to 4 for 2-bit and then press generate.

I really like the source image from this one, however, even with high dithering, the girl's hand and part of her outline are seldom visible. Weird.By the way, I think most of these wallpapers would have looked better with low/no dithering.
