Same anon here don't mind >>2215009 I figured it out and it's fairly easy. Just open up the image you want to process in gimp and then press "Image" in the menu bar and select "mode" and then "indexed". Then choose generate optimum color palette and set it to 4 for 2-bit and then press generate.

FYI, 4 colors are picked from a palette of 64, which come from having just 2 bits per R,G,B channel. Think EGA.
It is intended to support ECS chipset's special modes (productivity / super hires and other custom), which use full Agnus DMA at 4 colors, and a special denise mode that tolerates that which has 2 bits instead of usual 4 depth per channel.
This is why there's such blatant color changes.
OTOH it also means there'll be a lot of pixels of the same color at a given line, which makes the popcnt palette picking strategy work.

It's a from-scratch custom implementation by myself. It is still crap; not ready for general public's eyes.
I don't think I've seen any other implementations in the wild.
The target is a special Amiga video mode, so called "productivity mode", available with ECS denise. A500+/A600/A3000.
It allows a mode with interlaced-like resolution but progressive. It uses double the bus bandwidth, so it occupies full DMA bandwidth with just 4 colors, thus the palette cannot be changed during raster, only during dead margion areas / blanking.
Due to limitations with the DAC, only 6bit RGB is available, so the 4 colors are chosen among 64.

Or if you mean your kurisu, it's a type of dithering whether even/odd lines dither/not.
It is a relatively common strategy. I believe I've seen it used in HAM_converter, somebody's implementation of amiga image conversion fuckery.

If you want to do some editing afterwards, it's image -> mode -> index then make sure to change "forced" to nothing. Afterwards you can use mode -> color table to change colors. Photoshop gets really pissy and laggy when you start jumping between dithering patterns though.

Yup, I did. Productivity mode is easy, and I also have HAM.
The hard part is to actually convert images to these formats. I came up with a bunch of algorithms, but I'm far from done.
I should get back to it at some point.
The main thing is the copper allows changing colors mid-raster (if not using full DMA) and during horiz blanking.
Taking advantage of that, dynamic hires, dynamic ham (often called SHAM or sliced ham) are possible.
But actually cleverly using this and dithering to get the best image possible is hard.
