Core land units tend to be somewhat tougher, also their units have fewer overall weakspots (like the aforementioned battleship, the Arm one needs to be guarded by air defense ships). Arm units work better in combined arms squadrons. And the Arm ground attack helicopter can do more damage than the Core fighter-bomber (those repeating cannon have higher damage over time than the missile).

So iirc, Core wanted to abandon flesh and implement all conscious into robots. Arm wanted to keep their mortal bodies. Of course during the war the Arm basically had to go the robot route anyways to survive and it became pointless, just each side hates eachother with a passion and hatred is the only reason behind the war.

Total Annihilation is a pretty dark setting, both sides are basically in it until complete and total extermination down to the last spec and have completely lost any semblance of morality long ago. While Arm ends up pulling that insane last ditch Fuck You, that is only because they lose the Core would do the same thing fi the roles were reversed.

Missions are very barebones as you say and the AI is super passive, they just sit there waiting for you.

Either that or the mission is outright broken. Departing Rougpelt in the Core campaign is ridiculous, you can get gunships attacking you 30 seconds into the mission. You need to rely on RNG and pray the meteor showers don't hit the enemy units and trigger an attack.

Arm. For all their faults and atrocities, Arm at least realized a long time ago that this whole war with the CORE cost them near everything and that both sides wrecked the galaxy to the point of being almost lifeless. The Arm realized this and are sorry over it. And in the Core Contingency they regret they have to kill the Sea Serpents and blow up the Robot Scorpions.
CORE on the other hand gives no shits. But what did you expect from what are essentially dehumanized machines who are patterned instead of clones with minds and hearts like Arm?

Think of Arm and CORE the same way as Autobots and Decepticons, only grimmer and darker. However the former are clones in robotic constructs while the other are programs that used to be humans but aren't anymore. Arm is forced to kill some of the serpents and has to destroy all the alien bots out of necessities. The former because they are a threat to their mission and the latter because there is a chance they have some alien virus on them that can screw them over hard since they are all clones in robots.
CORE gives zero fucks like the cold machines they are. They just plain kill everyone and everything. At least Arm has this big realization while the other side probably also had it but never gave a fuck. Nor that their war with the Arm ruined most of the galaxy.
