That's how language works, it's full of improperly used terminology no longer remembered in its original sense. Now all the punk genres are generally about stylized fictional settings.
Steampunk apparently did briefly feature the punk elements of anti-authoritarianism and anti-establishment, though.

I know the punk part is supposed to mean "how the first part of the world creates a schism between the order and those who cherish freedom", but like others have said, it now means "aesthetic of."

Cyberpunk = aesthetic of cybernetics
Steampunk = aesthetic of steam-based and gear-based technology

Not sure why people hate punks though. They're enjoyable even if they miss the punk part in a worldbuilding/traditional sense.

There are also Evolved from KKND 1 and 2. They're post-apocalyptic mutants that use some modern technology, but they have quite the cavemen feel to them. More so in the sequel I would say. Most of their vehicles are giant mutated animals.
