Personally in C3 I follow a 'loop' design. Large circles of road with no branches except for gatehouses which gate off roads that connect the loops. Connect industrial areas to 'close enough' to loops to get labor access and you can avoid labor ghettos.

Pharaoh is considered harder, but I'm not sure why. It does have roadblocks if I remember right, but Emperor has roadblocks and residential walls, making it really easy to direct your walkers.
Hence why I recommend playing from the harder to the easier, lest you get frustrated losing 80% of your workforce because the food seller took a right turn instead of a left one.

It probably gets overlooked a lot for being the easiest in the entire Impressions lineup, but it's still a great game. I think it's interesting how it focuses more on a mythological aspect rather than a pure historical approach like its siblings. I also greatly appreciated Poseidon's full on alt-history fantasy campaign.

Small things like font and backround image or menu looks Matter. CK3 and Oblivion had UI and menus that had a specific flair to them so you felt it matched the setting of the game. Just look at Skyrims map compared to Oblivions. Oblivion had a 2D paper map. Fits the world. Skyrim had a 3D gps view. Complete garbage.

Now everything looks like a cheap iphone app. Emersion is dead. Disgusting.
