The Mediterranean was their lifeblood, and they had extensive naval organization for river, and littoral operations to supply their vast logistical needs and defense. When they weren’t the sole land power they created premier naval forces for their defense (Byzantines during early to high Middle Ages or Rome against Carthage). Rome’s fleet was professional and second to none.
