Merchants are walking from city to city and selling / buying goods (which actually exchanges money and items from vendor's inventories), cannibals and raiders are looking for people to fuck over when they're not chilling in their camps, Slave Traders are looking for weak retards to enslave, who will then be brought to a local market and sold to the slave market, etc etc. Every NPC is subjected to the same necessities that you are, hunger included, so they do need food or they will starve. Sometimes you even catch starving peasants trying to steal food from a shop, whom will likely catch them, beat them unconscious and send them to jail.You don't know what you're talking about.

Low fertility and water doesn't stop you from growing cactus and the UC taxes + ninja/starved bandit raids are not a big deal, especially after you get crossbows and let it rip through the corridor of death. I've played this game a lot and no other location is more convenient (trade wise), leveling wise, resources wise. The desert is the most kino area ever, it's the reason why I even fell in love with this game.
