The Imperium kills anyone who speaks against the religion, exterminates anyone who isn't human, exterminate any genetical variation like psykers and mutants (except if they can use them), lobotomize people and leave them as servitors, torture and murder as breakfast, eliminate whole planets if they feel they are heretic, have absolute terrible conditions, etc. Necrons on the other hand are more pragmatic but also they really can't be summed up easily, as the multiple dynasties want to achieve different things. Some are more of the I want to conquer and kill everyone who doesn't bow to me, others offer more of an interesting take (there is a Don Quixote kind of guy, who leads his dynasties armies while thinking he is still on the past, fighting as he was in flesh against other dynasties and aliens). There is a great book called "The infinite and the divine" which shows the rivalry between 2 necron lords. They aren't evil per se, but they get planets worth of innocent people killed in their pettiness and squabbles (one of them send an alien just to fuck with the other one, that alien served as a beacon to the whole hivefleet of galaxy level threat aliens, so they escaped the planet, leaving all the people there to die while they squabbled autistically
