You can't really stretch out the uses strategically either because you get hit with the fatigue debuff after the rage ends. It's easier to use it in the rogue-lite DLC because of the more frequent rests but even then it's still not exactly a great case for going pure Barbarian. If Rage was a "lasts the whole combat encounter" power like the Inquisitor's Judgement ability it would go a lot further, or if Barbarians got high-level class features or a restructuring that let them benefit from a lesser version of their rage powers while not raging.
