I think a lot of the stupid weapons in JRPGs stem from the "everybody MUST have a unique weapon type" autism. In FF7, Cait Sith attacks by ordering the mog doll to clobber stuff, but instead of simply making him share fist weapons with Tifa, he equips different megaphones and that somehow improves the damage. In FF8 Ward is in an army full of soldiers who wield swords and guns, but for some reason he's allowed to throw a harpoon instead. In Baten Kaitos, Gibari is a trained knight, but the hero already uses swords :^) so idk just whack stuff with oars!

For example, if 2 characters wield swords but one character is strong and tanky and the other is fast and weak, you can find swords that increase different stats to compliment them, or mix and match to try and cover their weaknesses. And of course, each character would still get a handful of swords that are exclusive to them for plot/sentimental reasons, and unique ultimate weapons.
