Jade Cocoon. You can fuse monsters, and there are many possible combinations. Not exactly full-on customization, because you're limited to what monsters you've captured, but I'll never pass up an opportunity to bring up this game.

Most WWF/WWE wrestling games released after 1998
Create-a-Wrestler modes were hugely popular with players, personally I hardly played the games as a kid and would just make characters.

The Day of Reckoning games had a really good CaW mode.
Any games with a similar or even better CaW, even if non-retro?
