It's completely insane, so people just assume it's some crazy film and nothing like the comic. Instead it's actually completely faithful to the story. But it's only the first part of the manga! He just went to jail so he could investigate. Then he just decides to leave, and it's a full distopian crazy story. I only got a bit into the next part. I should revisit it.

The only argument in Capcom's favour here is that the medium is the same -- SFII's roster is a hodge-podge of pop cult and manga tropes, but these at least referred to figures in other media, and were purposefully transparent nods to their sources. Japanese players were supposed to recognize M. Bison as Mike Tyson, or Guile as an ironic twist on Jojo's Nazi officer, and part of the fun of the game for Japanese players was that referentiality. Whether the designers of Fighter's History were citing the same set of shared references from which Capcom's designers were drawing or whether they were pulling directly from Capcom's work itself in terms of character design is ambiguous, but that Fighter's History was in precisely the same medium and genre/format as a very successful antecedent would tend to bias one in favour of the latter interpretation.

Especially when it ends with Riki finding out his dad is basically the Emperor of Mankind from 1000 years in the future come back to specifically get murdered by whichever of his two sons has fully harnessed their latent destructive abilities. Riki loses his first fight with him then learns to meditate from a ghost whale and cuts his dad's head off, who then tells him about the future while holding his own severed head for like three chapters.

It's completely batshit. At least the prison arc is roughly grounded as a Hokuto no Ken style martial arts story.

But with Guile's theme she just straight up ripped off "TRAVELERS" by Japanese Jazz-Fusion Band T-SQUARE. Many Capcom composers were obsessed with that song apparently because you can hear many music themes in their games sounding like that song. Like for example some of the songs in Area 88/U.N Squadron by Manami Matsumae sound a lot like that song.
