Because the writing staff failed to realize that just cuteness alone just wasn't enough to work as a Mascot.

The reason Rowlet, Oshawott and Piplup worked so well as a Mascot is because on top of being cute, they were also FUN and had a lot personality where they could bounce off the other Pokemon and provide fun interactions

Sobble's problem was that he was just plain boring, was too timid to have fun, had almost next to no interaction with anyone besides Cinderace, and that's why he failed as a Mascot

Grookey has been here for only 2% of the time Sobble has and he's already being far FAR more entertaining than Sobble was for 30+ episodes

Sobble is undeniably adorable but on his own he can't really entertain the younger kids who are the target audience for this show.
