The solution to the HM problem is so simple.Instead of HMs being moves they should be like abilities. Each Pokemon has an HM slot, and they can be taught an HM, and the HM can only be used outside of battle. And in lieu of redundant HMs like Waterfall and Rock Smash, they're upgrades for HMs like Surf and Strength.
