Electrivire doesn't use his CD move is the issue and why it was "shit".
Plus he's very squishy and dies quite easily, and is solidly outclassed by Zekrom in every aspect. This is contrary to other glass cannons which at least have more DPS than other pokemon. So for anyone with 6 Zekroms it was useless-ish.

Contrast that to Roselia, which is already Queen grass-type, and is getting a move that she will ACTUALLY use to DPS.
