literally written on the card but they buffed it without changing the wording to reflect the way it actually works now
She didn't get nerfed at all last patch, they fixed a bug. Bloodlust has never been a source of damage and it's always caused health loss, there are 3 distinct damage negation effects in the game if you want to test it yourself.

Her success rate isn't diluted by bad players due to her unlock condition being something you can't sidestep or fasttrack. On paper her hyper is busted as hell but in practice it's quite annoying to even use unless you're on a map that has long lines of uninterrupted tiles.

Immunity to drop panels and traps is stronger than it looks on paper, especially in lategame. At least she has to pay upkeep for her effectively-infinite duration hyper, unlike quite a number of others.

His passive alone is really strong. They also have added a shitton of cards that encourage avoiding, mitigating the impact of, and negating combat as a concept. A risk-avoidant NoName player with a deck of cards built to keep him alive means he's got a near permanent Hyper Mode active, if you can even get him to that point.
This is more about supporting cards than about him though. With cards absent, he buckles to a stiff breeze so long as the map isn't claustrophobic and enabling him to repeatedly revert out of potted form.

you can poll steam to report stats collected within a certain timeframe, getting actual information from those stats requires doing some simple bit of math with the reported data, easily done with a spreadsheet application.
It's still entirely useless information because winrates mean complete dick without context, and the game was never designed to report any other information other than pickrate, winrate, and the online pickrate and winrate. The data is notoriously easy to skew with factors such as popularity (new releases) or availability (starting characters and free rotation characters).
There's some old archaic reporting for card pickrate but they stopped bothering with that a long-ass time ago.
If they ever want any hope to collect data to use as a basis for actually balancing anything, they need a lot more information than simply win/loss ratio, star/wins accrued, or placement. The amount of meaningful information is useless unless it manages to aggregate the amount of variability the game has (character makeup, field and events, the communal deck's contents, and even these aren't enough on its own); and if it ever got to that point they'd need to collect so much data to plot trends that it'd be both faster and more reasonable to just do some fucking critical thinking to assess character or card imbalances.

You could realistically plug it into any browser and get data spat back at you. The relevant call is GetGlobalStatsForGame
Since there's no composite stat for tracking winrate, you'll want to make a call for every single character's respective ONLINE pickrate and win total. At 70 characters total, your going to be making 140 independent get requests.
Also note that the stats for Nath and Tomato/Mimyuu will be wrong because they accidentally reset that because the stat is named some bullshit specifically to have messed with people who keep an eye on steamdb, and rather than revert it to a real stat before launch it stayed as-is until a dev was later cleaning up the backend and saw some tracked stats that -- because of their name -- were apparently useless. It's also at that time that they changed the naming convention of the stats on the backend, so now they're mostly useless as raw information because of how sterilized they are: they're no longer the names of the character, but for a while they were numbered based on which DLC they were, then later they changed it again to something I can't even determine a pattern for because shortly after that and onward they have them correspond to the build number that it shipped with, then having further details such as corresponding to a certain character or statistic. I couldn't tell you what STAT_OJ41_C14 corresponds with even with looking it up, I'd have to look in-game to actually cross reference user stats just to confirm what is being reported for which character.
I'm too lazy to write a tool to spit out data that honestly isn't even useful, but with that much information you'd save yourself a ton of time by making a simple commandline tool to do it for you without having to worry about making a small typo punching in build numbers instead of typing out words.

You can add some start-end times if you want to constrain your search, but over the course of the game's lifespan at the time of this post, Suguri has clocked 399418 plays online with only 1530473 wins, giving her a winrate of approximately 0.2609768352659603 which is only marginally better than simply rolling a D4 at the start of a game to determine the winner. We'd definitely be seeing different winrates if we were able to filter stats based on user experience but this is just not possible to do, at best you'll get anecdotal winrates if you check your own. You'd assume that Aru and Hime would be in a similar boat, but they have a 27% and 29% winrate respectively, obviously skewed by not being instantly available, but also doesn't account for the periods of time before they were buffed or were indirectly impacted by the inclusion of new cards or field events.

If she could Scry as many cards as she has hypers in hand that'd give her some decent strategy but at the end of the day her hyper is still at the mercy of what card types got decked by everyone else. Her stats also don't lend her well to event type cards, so she's indirectly going to be pressured into decking cards that turn into defense or evasion with her hyper.

There are also very few cards in the game one would meaningfully go out of their way to prioritize. Hypers if only to prevent other people from getting them, but frankly speaking, Arnelle doesn't really have any big payout cards.

She's incredibly matchup dependent and her stats are in such a way that even those she has an advantage against always have a 1 in 18 chance of KOing her from full HP. Ideally, you harass -attack players while whittling them down and make big plays with Accelerator. However, continued harassment tends to have a tendency eventually backfire while Accelerator can possibly gimp you on the movement roll, the attack roll, and your proceeding evade roll.

Optimal play involves peacefully star farming and saving an Accelerator or two to snipe a winning player. If you're in a heavy star lead and somehow manage to get 30 stars above 200(or 10 with President's Privilege), it is sometimes the best option to just use Accelerator as dash to get to your home sooner. Against positive attackers, you are heavily disadvantaged and should do everything in your power to route away from them and avoid them.

For card suggestions, Rainbow-Colored Circle is her bread and butter. You do no want to deck Dash with her since other players can use it to catch up to you and you have your own hyper if you want to catch up to other players. Since Accelerator is a boost card and used outside of battle, Suguri works better with battle cards, however those same battle cards are good at killing her. Due to that, you might wish to stick with neutral cards like Deceptive Disarming, Serious Battle, or even cards like Sink or Swim/Dark Side of Business to capitalize on your potential gains. Final Battle in particular is an infamous card to combo with, however, it is incredibly expensive to use both Accelerator and Final Battle together without President's Privilege which you should bring anyways since Accelerator is already expensive. Little War by the way is not a very good card, too expensive, too inconsistent, and can backfire.

The ideal way to play Suguri is to only get yourself into fights you're comfortable taking. Ideally only when you have initiative.
In reality you're going to eventually get a scary attack roll thrown your way by either a player or boss and crumple. If you have any plans of trying to win, you not simply put all your chips on black.
She's not a bad character in particular, but she's just built to be swingy and shit sucks when things don't swing in your favor. Accelerator is still one of the best killing hypers in the basegame since it gives an expected +3.5 to your rolls when basically every single reasonable character only gets +3s, even the closest parallel hyper, Extraordinary Specs, only gives +2.66 expected value, although with the caveat of consistency.
If you're looking for deck strategy, you want to avoid sticking in things that other players can use to kill you easily and otherwise make it easy for yourself to avoid confrontations unless you feel certain you can walk away with your health in-tact.
Pretty much every character has a near identical risk assessment when it comes to deciding whether to take fights, and within fights whether to defend or evade to best ensure success. There are some obvious outliers like Starbreaker, Teotoratta, and Kyoko who have the decisions made for them, but self preservation is a pretty straightforward thing to consider and rarely has players deviate from a best practice unless they're throwing or looking to just get dumb luck.

For risk versus reward, unironically, Poppo. You put a target on a back just by being her, have a wide variety of card options to save yourself, the ultimate game stealing card as a hyper, and stats that will guarantee your death if you don't leverage her high HP well. The thing about most high risk characters in this game, is that their rewards aren't enough to balance it out. There are a lot of character that are high risk, low to medium reward.

For aggressive characters, the vast majority of +2 attackers are decent enough. However, you will probably enjoy Kae. The frailest of them, she gets higher attack the lower her defense is. Meaning she's an absolute Glass Cannon and is one of the few characters who can hit +9 attack in an actual game. She synergizes with all -defense cards and has rec 4 on top of that meaning even if she dies, she's very quick to get back up and chase who killed her. Also, avoid Star Breaker unless you literally don't care about winning games and just enjoy hitting things which is a perfectly valid playstyle if annoying to the other players in the lobby.

The two biggest ones are I'm on Fire and Rainbow-Colored Circle which also make her fairly low investment as they're very common and cheap battle cards. Avoid anything with +defense which counteracts and actively reduces her attack. Typically, you aim to kill opponents quickly, if possible in one-shot by stacking your hyper's buffs which not only affect you, but close by opponents as well(they get both an attack increase and defense decrease). Sink or Swim is excellent on Kae since the -1 defense counteracts the -1 attack. She's even frailer, but that doesn't matter if she one-shots the opponent. Deceptive Disarming is also quite decent as a lot of the cards she uses would also make an opponent frailer if they stole them.

For more mixed choices, Heat 300% is usable, but it's fairly weak and inconsistent as a trap card, it makes for good deck filler as Kae though as it's not useful to anybody else. Party Time and Gentleman's Battle are strong considerations for cards that allow you to battle opponents that are far away, however they can equally be used against you and Kae is very frail, so it's a very double-edged sword. Kae is one of the few characters able to get to attack high enough to one-shot some characters, but also frail enough to be one-shot by anybody as well. Super All-Out Mode can make you even more deadly, but it's usually not needed and it's really risky overall since it affects everybody. Mix Phenomenon is also a consideration, while more of a defensive card, Kae would also like to avoid the boss most of the time as well as the bosses are way too tanky to be one-shot or threatened by Kae and will most definitely return an attack that can KO her.

Kae is extremely easy to deck for, and you don't need to think a whole lot about what to bring. The most basic setup to abuse her obscene passive is just

Which is a generally strong setup against all characters. Cards like Heat 300% are too inconsistent even if they look like they may be decent. Generally the fancier your setups try to get, the worse they are in practice.

Halena is extremely strong because she's a semi-tank that gets extra income for existing. Her stats are very good and contribute to this goal. The free stars add up causing her to outclass most other defensive characters and her hyper negates drop or trap when she has enough stars to win, being one of the best tank hypers (a low bar naturally).

Effectively she can just abuse Dinner/GE while going around the board with a powerful defensive statline while getting a free bonus panel for landing on home.

This was the most ass to do yet and not in the good way. Figuring out how to do both a crouching pose and cat sitting pose was difficult. Also, Teo's legs behind the skirt are not a good outline for drawing real legs. In fact, Teo has comically short legs if one just went by the silhouette. Had to actually move her feet lower. The mod's in the drive folder.

Will probably try to do something with Volleyball Miu next. However, after that, I think I'll be out of ideas.

The swimsuit skins are the only ones with sort of reasonable body proportions, which is how I was able to do the swimsuit edits fairly easily. I'd recommend redrawing bodies if you're going to edit other units, as most of them have the proportions of an Animal Crossing villager.
Anyways, I'm just glad I'm not the only one who is guilty of this depravity now.

That's what I've already been doing at this point. Teo really didn't give me anything at all to work with. Volleyball Miusaki was much easier though. Only had to redraw the lower body a couple of times. This will probably be my final mod for a while until they either add new swimsuits or I think of a decent idea for Sora and Marc's swimsuit skins which honestly don't look great to work with.
