The rest is just a photo mode filter.I use krita for image editing. It's straight forward enough to use, but there are little tricks like expanding your wand tool selection by a few pixels when coloring in stuff. The speech bubbles and SFX were made by shrinking a selection of the bottom color and coloring on a layer on top, but that was a lazy hack of copying a manga page. Layers and working the wand is all you really need.

Nothing's randomized, so once you've done it once, you know where everything is.
