The idea was that it was a fusion of their base and awakening but the P4 had them further evolve with the divine theme. Like how Yukiko goes from Amaterasu to Sumeo-Okami or Suzka Gongen to Haraedo-no-Okami. In contrast to P5R where we had the Trickster god, Loki, get fused into Hereward. Not a bad design in my opinion and probably one of the better third-tier awakenings, but the idea stripped their divine status despite being better from a gameplay standpoint. Yusuke went from the god of storms to a historical outlaw. If they had rearranged some of them, it might've felt better. I think Makoto is fine though.

Koei Tecmo is not known to be aware of what the other studio produces or makes during their partnerships. It's pretty evident when they were working on Fire Emblem Warrior and the protagonists were shown to Nintendo. They looked too similar to the Fire Emblem Heroes protags (which was developed around the same time) and had to do a little redesigning. P5R also has a lot of cut content so its development was anything but smooth and I'd imagine just like their work with Nintendo, they are pretty independent of one another.
