It's not. It's an half decent shooter that reasonably works, but that's it. A very solid 6/5 at best.
There's nothing original or creative there, not just because they couldn't think of something new but rather because all the cool ideas they have are implemented as fluff only or slashed entirely.

For instance. Vigors being stand-ins for Plasmids because it's a sequel and no other justification is necessary.You can look at Prey, which was supposed to be called Psychoshock, for a much better implementation of that concept that ties into the story and is used in much more creative ways.

You also have Elizabeth's abilities to open tears through space and time. Amazing concept but what do they do with it? Contextual prompts to advance cutscenes or get extra consumables. Riveting execution right there.

Or maybe Ravenbeak? Cool looking raven robot that jealously guards the character you are sent to save. What do we do with it? A few QTEs.
Too lazy to actually have a bog standard boss fight, to tie it into the story some more or even have Elizabeth care about her own guardian at least a bit.

Or the fact that there's actual NPCs roaming around and supposely, actually factions fighting for control of the city. Again, relegated to contextual prompts and story exposition.
For comparison, Dishonored had roaming gangs that actually fight with each other, are entirely optional content and change the game based on how you deal with them.

Levine wanted to write a Disney Princess as his waifu and was handed a famous IP to work with so you get exactly what you'd expect: a very basic "game" that serves as exposition for the actual main character.

For me the greatest sin was the nonsensical hack midwit story presented as if it were some deep metaphysical exploration. "Variables and constants" my ass.

There was a point in the game where the anarchy is breaking out and you have to go find tools or machines or something. Along the way you open a rift to an alternate dimension which negates the need for getting the tools in the first place. So then what is my motivation for caring about any of these events or consequences anymore if it all just gets dropped by magic?

Infinite was extremely fun, and they correctly assessed that Elizabeth as a companion was where the polish needed to be. Most people don't even remember that the NPC who gives you your first power has horribly unfinished animation.

The verticality of the maps was a novel design focus in its time.
Elizabeth was and probably still is the best companion NPC to have during a fight, adding visuals and dialogue and acting without detracting from the experience.
The adventure was cool, and people who complain about Elizbeth's mother being a ghost are upset because it's the first difficulty spike in the game.
The final battle was a great synthesis of the game's mechanics, and the ending of the story was fantastic all the way through.

Burial at Sea episode 2 would have been unmitigated ludokino if it wasn't for Death From Above breaking the survival mechanci.

It's still heavily inspired by System Shock 2, from the psionic powers, the research mechanics, the different weapons, being guided by AI's most of the game, etc.
When it was released, it was utterly ridiculous reading Anon's critics comparing it to the original Prey when it clearly wasn't supposed to be that. In a way, Bethesda's marketing tactic worked, even if in a negative manner.

It's one of those turn your brain off and it works moments. As long as you accept that writers conveniently labelled the things they need to be constants "constants" and the things they don't need to be constants "variables", it makes sense. No, fuck that whole DLC for trying to retcon Bioshock 1 and ignoring Bioshock 2 entirely. Bioshock 2 is a better story than everything they came up with. Also it's really dumb how they just added grindable rails to rapture even though it makes no sense. Their explanation was "duuuude it's a constant lmao", in other words "we the writers need rails to be there and we couldn't come up with a reason".

Come on now, it's a fun shooter. It's not a smart game it's not the masterpiece that low IQs pretend it is but it's a fun shooter. The art direction is great, you can't deny that. The music is excellent. The abilities are fun and jumping on rails is fun too. Weapons and AI could use some work but overall it's a fun cinematic shooter. Just a silly fun shooter, if people didn't pretend it was something more than that I wouldn't even have a problem with the game.
