You take him with you in every route (even in snowgrave) except for the neutral no secret boss route (and even then you still have to meet him anyways). You can even get the loaded disk and just not put it into the NEO machince which is interesting. Combine that with the fact that Toby seems to really enjoy Spamton I think the fact of him showing up again in some way is far more likely than Jevil.
