A cursory glance shows that Joker was given intensive training to become a super soldier conditioning rather than the normal conditioning to try to make him better.Also, why didn't Stallone show any signs of conditioning at all? That could have been a plot point, where he has to try to break the coding hard wired into him. But instead he pops out like nothing.

The main differences are that gay new age clothing isn't worn by everyone *yet*, and that the ghettos aren't nearly as cool as the were in Demolition Man, probably because they're not literally underground yet.
