The issue was that it was a cartoon saying curse words and doing bad things on network television. At the time, it was kind of unheard of.
It was also released as a part of the beginning of the dysfunctional family sitcom trend, with shows like Married with Children and Roseanne. As a result, you had a lot of family values conservatives go after the show. Even then-President Bush spoke out against the Simpsons, saying they needed more families like the Waltons and fewer families like the Simpsons on TV. Simpsons even did a rebuttal in the form of a commercial.
I remember as a kid one of my teachers going on a long rant against the Simpsons and not really getting her issues with the show since my family and I loved watching it and I even had a Simpsons lunchbox.

The Bush episode is kino, regardless of your political views. It doesn't whine about right-wingers, it pokes mild fun at one specific president, mostly just for him being super dry and dull. And it has some funny moments like Gorbachev showing up, and Homer saying "Brought some of your COMMIE friends to play dirty, huh Bush?"
