Not public transport?
There's lots of cities where it's easy to get around with minimal walking, but cars are usually a problem. Country towns are usually fine by car just about anywhere.
In southeast asia mopeds ("motor bikes") are common transport in cities. Of course, your chance of accident is much higher.
