All are developing countries, Vietnam less so but only because the other two are really behind. I don't know how things are post Covid but Vietnam had a lot of tourists when I visited, but not in an obnoxious way - domestic tourists massively out numbered foreigners. Major sites in Cambodia like Angkor Wat have a lot of tourists.
Vietnam has way more 'sights' than the other two because it is much larger. That being said, Angkor Wat is easily the most impressive thing in all three countries.

2 weeks would be longish trips in either Cambodia or Laos, unless you really like slow travel where you just hang out in a village for a few days - I admit I can't give you much advice on that. The other guys advice about S21 and the Killing Fields is worth listening to though, they're not instagram bait, they're really disturbing and interesting to learn about.
I was in Vietnam for three weeks which was a reasonable length of time. Hanoi, Sapa, Ha Long Bay, Ninh Binh, Hue, Hoi An and Saigon.
If you don't like instagram sites, Sapa is still neat just to see how local hill tribe people live - the weather is shit in the tourism peak season and you can't see the famous rice fields anyway because of the thick fog. Ha Long Bay is a nice relaxing kind of thing, but yeah its peak tourist bait. Ninh Binh is a cheaper alternative, nice to chill in a hammock among the karst. I wouldn't recommend Hue. Hoi An is a tourist trap, it's alright but it sounds like its not your thing.
Saigon seems to divide people - I thought it was a dump. If I went again I'd go down to the Mekong Delta instead. Although maybe you'd get a kick out of going up to the cu chi tunnels near Saigon, you can go to a shooting range and shoot AKs and the like. Apparently in Cambodia you can rent out bazookas but I didn't want to shoot cows. I haven't been but I hear you can rent out buggys for the sand dunes in Mui Ne if you're into that.

I spent a week in Cambodia, and I'm currently planning a week in Laos. Both have enough going on for longer, but because they're less developed that means things like hiking (don't step on an UXO) and just hanging out in relaxed little towns. Or go full degenerate in Sihanoukville I suppose.
In Cambodia I just did the Phnom Penh/Siem Reap circuit.
For Laos my plan is very typical - slow boat down the mekong, few days in Luang Prabang, Vang Vieng and Vientiane. You could also go to the Plain of Jars or go up to Nong Khiaw/Muang Ngoi.

Different cultures and environments. Laotian are a Tai people (Austronesian) with common history with Thais, Khmer people are Austroasiatic and had more in common with the ethnic groups of south Vietnam before Vietnam sinicised.
In terms of environment, Cambodian is a basin centred around Tonle Sap. The country is dusty and flat. Very wild west feeling.
Laos is mountainous and lush with rivers flowing down to the Mekong from the hills.
You have a few options with rivers in Laos. You can do the over night slow boat down from Huay Xai to Luang Prabang. This is very popular with people traveling to Thailand and Laos because you enter Laos at Huay Xai from a town not far from Chiang Rai. It looks nice for slow travel, but you're spending two days on a boat for something like 18 hours all up.
The other option is just doing a day cruise to some neat caves from Luang Prabang. Other than boats, tubing in Vang Vieng is very popular if you just want to get drunk and float in a tube.
Cambodia does have the Mekong River has well so it probably does have some boat options I'm unaware of.

Fantastic food and beautiful temples carved out of limestone caves. Some of what used to make Penang (Georgetown, really) great--the food, the vintage architecture, the people--remain authentic in Ipoh. The locals there are still gentle and laidback, whereas the Penangites are fucking assholes. They're also the worst drivers in the country by far.

Ipoh is right in the middle between KL and Penang, so you can just hop on the ETS train to Ipoh, spend a night there and continue on the same train to Penang

The tea plantation is worth it, just avoid coming during the weekends. The rest of Cameron Highlands is soulless tourist trap trash. It used to be that people come up there to enjoy the cooler climate and buy the high quality veggies, but rampant deforestation and hotels popping up everywhere means it's no longer as cold, more people = more garbage, and it absolutely destroyed the view of the rolling hills. Nowadays I associate the place more with news of people dying whenever there's a landslide on the way up.

If you really have to go, I'd suggest the BOH Tea Centre, the OG. There's a factory tour, but it'll only reopen sometime in December. Some other copycats have popped up buy they focus more on overpriced cafe shit rather than the tea hills. Some even have ATV tours, those fuckers. There's a sunrise viewing spot nearby but that's very tricky time-wise. Just to repeat, do NOT come to Cameron Highlands during the weekends of public holidays

Both have great food, it comes down to preference of course but I personally think Vietnamese food is better.
Both are pretty cheap, especially outside of the major cities (Bangkok/Saigon/Hanoi).
I don't think you'll go wrong with either - maybe look up popular destinations and see what appeals to you the most.

What would you say are the must sees?

Hanoi - the tourist area is really nice, in my opinion
Ha Long Bay - a cruise is pricey but a must do, even if just for 1 night
Hoi An - touristy but a pretty little town to see for a couple of days
>Vietnam optionals:
Sapa - nice, but an effort to get to and if you go in peak season (winter) you'll probably not see much through the fog - still worth while if you have the time/money.
Ha Giang Loop - a cool drive on a motorbike - you can pay a rider to take you if you can't ride.
Ninh Binh - worth a visit if you have the time, pretty nature and some neat places to visit in the area
Hue/Hai Van Pass - worth at least a day trip if you're in Hoi An/Danang but again, if you don't drive/ride it might be more effort than its worth
Hang Son Doong - a bit out of the way, but pretty damn cool
Nha Trang - a resort town
Dalat - pretty hill station town
Mui Ne - famous dunes people rent buggies to ride on
Ho Chi Minh City/Saigon - probably a must see in truth, personally I thought it was a generic city, not a bad base for the region though
Mekong Delta - famous for its floating markets
Phu Quoc - Vietnam's answer to Thailand's beaches

A bit of an aimless plan at the moment. I remote work the UK timezone so not sure how long I'll be able to hack that in BKK with +7 hours. If I can do this I'll be happy to mooch around for a bit and take more time off for another break going around Malaysia next.
