Objectively it's honestly a relatively tough game, especially on higher difficulties. Enemies are pretty smart, like they'll actively avoid your shots/grenades. It's more accessible than some really old games where you couldn't even mouse-aim and you had to have lightning reactions to not die immediately but I think calling it a "baby's first FPS" is ridiculous. Especially compared to later FPS games. At the time it came out I could maybe sort of see why it might be called that...but then again a lot of the people saying that were basically mad it was actually playable.
