Rider 2 had a new helmet to match his episode 30-movie 2 suit, X had a more drab color to match his late show suit, Sky and Super-1 had new heads with Super-1 in particular having a reworked neck to let him look up better. None of the figures received enough changes to fundamentally change how they look and this is long after SS started with Kabuto and Hibiki, so its very possible that Bandai thinks how they look now is still acceptable for a good half decade more.
