Tiamat, as a villain, can have active plans and schemes that further her goals, lieutenants and minions, and be doing things because she is a force the players have to overcome. Bahamut, as a “good guy”, would typically at best just support the status quo (or what the status quo should be), reacting to villains’ plans and moves. But since Bahamut isn’t a comic book character but a god in D&D he can’t even do that because that’s what the players are suppose to be doing. So the most active he can be is working in the background to support the players in a way that doesn’t even move the plot forward least player agency get completely taken away. But that also raises the question why he can’t step in and take care of things himself if things are so dangerous so you have to work around that. Layer ontop of everything that Bahamut is typically only involved with dragons while Tiamat can show up anywhere. By the conventions of typical western storytelling and the virtue of TTRPGS, Bahamut can’t actively participate in a game except as a side character at best.

Yes, they're aligned with Bahamut, and when it comes to interdimensional conflict they'll show up on the Good side; but they're still dragons, proud and greedy and dismissive of the needs of mortals. So they might still pillage a bit and hoard a bit and aren't easy to negotiate with, and sometimes must be fought as a result by a group considering itself to be heroes. Much like with fey, 4e looked at metallic dragons and thought "how can we make these stop being pointless manual filler?" Which is just the correct attitude from the perspective of delivering a good, cost-effective product.
