There's hardly any precedent, and the rule of two can easily be muddied by range refreshes, army expansions and one model codexes. I'm not sure if chaos knights should be treated as equivalent to Death guard, Votann or WE, or if the Custodes "expansion" counts as a new codex since they had a single ally datasheet in 7e. Sisters and primaris could also be construed as either new books or range updates based on definitions.

The only pattern I can see is a cult legion every edition, with 7e giving Tksons, 8e death guard, and 9e world eaters. So while I'm very confident EC will drop in 10th, I doubt that GW has a mandate to release two new armies come what may.

After being asked the question, "What's so bad about Ork Shoota Boyz", I decided to waste my evening averaging the best possible performances across various equivalent points (or as close as they can get) "basic" troop choices and their basic weapon in every army that included such an archetype (ie no Daemons or Knights). I tried to rank them based on a loose average of their performance vs. MEQ and GEQ targets, allowing for armies which have "simple" (ie not harshly limiting activation requirements like "closest enemy unit") buffs to give the same unit two different results.

*disclaimer: First of all, generally speaking these units are going to be inefficient at the role of killing their peers, so don't take this as an indicator of army power. Also, Custodians were in a rough spot as my sample point total was pretty much split in the middle of a Custodian, and I erred on the rounding down. Similarly I was harsh with rounding fractions on hit/wound rolls down in nearly every case. Finally, I basically ignored range factors when trying to rank them, so keep in mind some of the better performing units are doing so at ranges of 9, 12, and 18" only.

Curious about your process, as you've ranked guardians and Neophytes above Necron warriors despite the latter looking the most appealing in terms of str, ap, and squad size. You've also not factored in range and movement, which is the main detriment of necrons.

Kind of. They're also used as enforcer assassins by Vect and other Archons when they don't want to be subtle and want their treachery to be known. They're dedicated to the obsessive path (and pseudo aspect of Khaine) of the raw cruelty and brutality of murder.

As mentioned, I used sample sizes at as close to the same point total (160) as I could in each case, the outliers being Custodians, Rubrics, and Plague Marines who did not fit in nicely. So do take that into account, I'm sure the latter 2 could be considered a placement higher each, though the Custodians are off by like 20 points in either direction. Weapons used were purely their basic gear - shuriken catapults, autoguns, boltguns, etc. I didn't bother mathing out the 2 other Termagant gun options because it's generally understood they stack up worse compared to the fleshborers, which don't impress much to begin with. Guardians (153 pts) kick serious ass thanks to the shuriken rule, killing 2.5 MEQ and 15 GEQ. Neophytes (156 pts) getting +1 to hit and wound put up good numbers, killing 2.5 MEQ and 14 GEQ. Necron Warriors with reapers (156) kill 2.5 MEQ and 10 GEQ, so the difference comes down to how effective they are against GEQ where the extra S is overkill.

As I mentioned, ranges and movement are too fiddly a factor to try and rank, especially considering some of these guys can just drop in at their ideal range willy-nilly, so I just tried to rank them by best possible performance. And no, this is for only the most basic choices for shooting units, with no buffs aside from the most dead simple activation army mechanics like doctrinas, combat doctrines, ka'tahs, crossfire. So no subfaction buffs, no veteran upgrades.

New Race of Alien tree people, Former humans that have allowed nature to engulf them and created a new race of invasive humanoids that either born in pods or by kidnapping and forcing them into these pods to join the collective.

It's something akin to Tyranids and Genestealers, where it is theorized they somehow copied and replicated it with plants. The difference is, instead of locusts they are more like ants. Each ruled by a powerful psyker born from seeds created by other Queens and tasked to spread and grow. They are still suspect to Chaos and Genestealer infestation, the only reason they are growing into a problem is due to their method of "invasion" being launching seeding pods through the warp to create new "Queens" to the various humans who stumble upon them and get their genetics reorganized to become one of these Tree humans and proceeding to attempt spreading their greenery and harvest new servants.

They create plant-like weapons or modify their bodies to fill certain roles or fit their enviroment. Seed cannons that mulch their opponents into flowerbeds, strangling serpentine branches, or suffocating them in fast crystalizing sap. Deserts may find Deadly cactus brutes, or you may find animals with complex weaponry with many plant-humans plugged into a collective to move massive tank like beasts or fly in weird seedpod bird fliers.

Their goal is the same as other aliens, invade and spread and find their lost homeworld and the First Queen who continues to send out these Seeds and cause the Imperium further headaches.

Probably more I could say, but basically a matriarch styled xenos style race of former humans. I expect tons of people to compare to Orks being technically plant people or Tyranids because it is an invading species; but I like the idea and I know GW has plant people. Just make them Space ents with a female focused gimmick and just be an entire "Forest/Animal" gimmicky style of army.
