Its idea is self-defeating.Either its entire manifesto this chapter is 100% fabricated just to get Laios and the rest to give in, which would be off in terms of storytelling, or this is the hint to how things will be resolved: the demon needs to learn restraint. Just like Senshi and the rest of the party understood that an ecosystem can't be abused and overconsumed if you want it to remain stable, the demon has to eventually realize its "coexistence" with humanity has to play by humanity's rules. In the end I guess the demon will be rejigged in order to suit some heavily controlled purpose that also works for it, without being a braindead serial genocider like it is now.Of course the manga could also go in a direction where they permanently defeat/banish the demon, but they shouldn't be capable of making that happen and also that doesn't feel like the Meshi way. You don't just assume things without having the full picture like the other people are doing. This chapter heavily lampshades the idea: "it'd be like trying to defeat water, or air" you don't defeat forces of nature, you master them. Another hint is that the demon has already been let loose on the world once before, yet it didn't end, so something must have been there to restrain it, but it's hard to think it could've been anything the humans came up with since all other pieces of info in the story state that if the demon gets out, it's far beyond anything they could do.

But if the world still isn't a dungeon in its entirety, then this means the demon didn't manage to fulfill its dream even though it was already on the surface once before. Meaning there was something that prevented it that we still don't know about.

I went to check the raws myself and it's a very unfortunate coincidence where 80% of the time the phrasing would mean what EH thought it meant but the wording of explanatory sentence afterwards makes it clear it's one of 20% of times it doesn't. Since we weren't that familiar with Kabru's character back then I think it was easier for EH to slip up there.
