The book was made 6 months before april, so the final contents were already decided, as is clear when you read the tome and has extensive descriptions of all the 2nd wave units. Every single other army with a Malign Portents hereald got a big ass 10+ kit release. SCE, Nighthaunt and GSG all got it. StD? They got Warcry scraps and a rushed tome that fixed nothing and is missing tons of content due to the Warcry band shoehorning taking up almost 20 pages.
