Me and my buddies played the Age of Rebellion starter campaign last night. It was a great time and he had heaps of fun but we were very ad-hoc with the rules. In particular, we had the map and the little cardboard tokens we were using to mark our locations. Every time we moved somewhere we would say "we move towards here" and the GM would move our character tokens a bit, then move NPC tokens elsewhere on the map a bit too, as if we and the NPCs were constantly doing one maneuver and one action. Is this how it's supposed to work? I thought the one maneuver/one action was just for in combat and out of combat movement was uninterrupted until a skill check or combat occurs

There's a number of CIS founding members that stood fortified for the majority of the war. Its very, VERY hard to say an entire region is loyal to a singular regime, but if it could be summed up, I'd say the Northern and Southern Outer Rim are more Imperial, along with Coruscant and its immediate buddies like Anaxes, while other sets of the Core like Chandrila, Alderaan and Corellia are Rebel aligned, with a substantial portion of the East.This would help explain things like the Sith Empire in SWTOR having British accents, despite not owning Coruscant.

"When you reveal a command, yada yada" I take that to mean that it only applies when you reveal a command dial, which only happens through standard commands. Trench at first glance seems to allow Passel to activate early, but he doesn't. As far as I can understand, your initial analysis was right: he gives you an extra dial rounds 4-5-6. Certainly not enough to win you the game on his own, but the thing that I find most useful about him is that, unlike with other dials, you can decide what his dial is at the moment. So if you suddenly really need an engineering command, you can get one, even if you don't have it lined up. Now, he won't win you any games on his own, and you're right, less usually happens in 5 and 6, but an extra dial on round 4 by itself can sometimes be that extra push you need to either make sure your ship survives or you get a shot just right on another ship. An extra dial on round 5 is also certainly useful, as even if it might not be as great as round 4, a fair amount is still happening, and you might still be able to squeeze off a shot or still need to get out of another ship's arc. Admittedly, an extra dial on round 6 probably won't do too much, though it could be particularly useful for CIS in activating squadrons with AI to try and clean up the last remaining squadrons before the game ends. So, in short, will taking Passel immediately win you the game? No. But he will put you in a position to capitalize during the late game on any opportunities created during the early game, and allow you to run more effective damage control late game if things didn't go particularly well in your early game.
