From what I read, mana only comes from and affects living things, and can therefore be contained by solid inanimate objects (It can probably permeate air and water, of course). With proper glass/concrete enclosures and a proper air filtration system there shouldn't be a problem. Even with minor leakage it doesn't instantly monsterize someone. Even if it did, you could assume they would just use Hazmat suits when in the facility, or even poison the monster enclosures (the monsters assumedly can't be killed by weaker poison) and therefore any mana that escapes is accompanied by poison and therefore be detected. It's not as hard to contain as one might think.
